Prospects of increased reliance on coal in the production of power and heat increase the pollution problems. 1/ Prepared by Mr. B. Wallenberg, Environment Directorate, OECD. 30 Heat Production and Distribution 31 The economics of district heating vary between systems with different climatic conditions, building standards, etc. Where the heat is produced jointly with hightemperature heat and power, and where a high load factor can be achieved in the pipeline network, the economics appear promising.

Up to now such systems have mostly been operated separately. Policies for pollution abatement and for improved utilization of finite energy resources go hand in hand, making possible large social benefits. With increasing heat and power generation, the prospects are that the harmful effects of wasting energy will become more serious unless countermeasures are initiated urgently by governments. Co-generation of heat and power is therefore one way of achieving significant environmental benefits. Major markets for the heat produced are domestic and other space and water heating (low temperature heat) and process heat for industrial and other uses (low and medium temperature heat).
